Born on September 19, 1964, into a legacy of public service, Dr. Hamzat was raised with a profound understanding of governance. His father, the Late Oba Mufutau Olatunji Hamzat, was a prominent political figure who served as the Lagos State Commissioner for Transportation during the Second Republic (1979–1983) and later as a crucial leader in Lagos politics.
Dr. Hamzat’s academic trajectory reflects a brilliant and disciplined mind. He earned his B.Sc. in Agricultural Engineering in 1986 and his M.Sc. in Crop Processing Engineering in 1988, both from the prestigious University of Ibadan. Demonstrating exceptional intellectual capacity, he proceeded to Cranfield University, England, where he earned a Ph.D. in System Process Engineering in 1992.
GLOBAL EXPERTISE MEETS LOCAL IMPACT
Before entering public service, Dr. Hamzat built an imposing career in the global private sector. His expertise in system design, IT strategy, and infrastructure upgrade saw him hold top-tier positions at some of the world’s most demanding financial and academic institutions:
Wall Street Executive: Served as Vice-President of the Core Technology Support Group at Merrill Lynch Inc., and as Senior Associate (PC Engineering) at Morgan Stanley in New York.
Academic Contributor: Shared his expertise as an Adjunct Professor at Columbia University and the College of New Rochelle in New York.
Corporate Leadership in Nigeria: Returned home to serve as the Chief Information Officer and Group Head of IT Strategy at Oando Plc, managing critical information assets for the energy giant.
THE ENGINE ROOM OF LAGOS STATE GOVERNANCE
Dr. Hamzat joined the Lagos State Government in August 2005, bringing his private-sector vitality into the public sphere. His impact was immediate, systemic, and revolutionary.
Pioneering Digital Governance (2005–2011)
Appointed as the Commissioner for Science and Technology by Governor Bola Ahmed Tinubu, and retained by Governor Babatunde Raji Fashola, Dr. Hamzat fundamentally modernised how Lagos State operates.
Eradicating Inefficiency: He enforced the application of modern technology across state ministries, entirely changing the face of data and record-keeping in Lagos. This technological overhaul directly eliminated the trend of state ghost workers.
African First: Under his leadership, Lagos became the first government institution in Africa to implement 11 modules of the Oracle Enterprise Resource Planning (ERP) system, integrating the entire public service.
Transforming Infrastructure (2011–2015)
Recognising his capacity for execution, Governor Fashola appointed him as the Commissioner for Works and Infrastructure in 2011. During this tenure, Dr. Hamzat supervised some of the most ambitious civil engineering projects in the state’s history, including:
- The completion of the iconic Lekki-Ikoyi Link Bridge.
- The expansion of the Lagos-Badagry Expressway, integrating the Blue Line rail infrastructure.
- The construction of the Lekki-Epe Expressway.
- His exceptional administrative competence was recognised widely, earning him the prestigious Lagos State Man of the Year Award in 2013 and the Commissioner of the Year Award in 2014.
- Between 2016 and 2018, he elevated his service to the federal level, acting as the Special Adviser Technical to the Minister for Power, Works, and Housing.

In May 2019, Dr. Hamzat was sworn in as the Deputy Governor of Lagos State, running alongside Governor Babajide Sanwo-Olu.
